Affordable Housing Development Funding

More than 1,700 SMART Housing units are currently in the works, well ahead of the 500 units the city projected for the program's first year, SMART Housing coordinator Stuart Hersh said. Those units are scattered across Austin and include developments such as Fort Branch Landing, Southwest Trails, West Park and Tannehill. Community Housing Development Organizations are non-profit affordable housing organizations recognized by the U.S. Department of Housing and Urban Development to qualify for pre-development loans, and be eligible for operating expenses grants to develop affordable housing for the community it serves.

“That’s a very good argument—and it’s very cerebral,” Lands said, but it doesn’t help people living on the verge of being homeless. Land said he knows Hersh is personally a very practical person, but he wanted to urge the department to make its guidelines more practical too. He said there are breadwinners earning $6 an hour who need $40,000 to $60,000 houses—not just entry level homes, but houses they will have to live in for a long time.

The city says it's finally ready to deploy what it calls a "preference policy," where low-income residents living in gentrifying parts of town are prioritized for affordable housing. Housing choice vouchers allow households to pay no more than 40% of their income toward rent; the federal government pays the landlord the rest. These homes should be built throughout the city, council members and staff agreed, particularly in West Austin where little new development occurs — especially the development of housing people with low incomes can afford. The city estimates the bond would be paid off by taxpayers over the next two decades. Homeowners living in a median-priced house could expect to pay about $50 more a year in property taxes to pay down the debt. This includes student housing at The Quarters on Campus located in the West Campus neighborhood.

Low-income families who receive a voucher pay between 30 and 40 percent of their income toward rent, and the federal government pays the rest. This allows voucher recipients to shop for market-rate apartments or income-restricted apartments. To be eligible, you must make less than 50 percent of the median family income.

This is great news, especially in West Campus where finding an apartment can be overwhelming and pricey. The list of nonprofits dedicated to either building affordable housing or helping people find affordable housing is long, and each has its own specialty. Household income cannot exceed 50% of the HUD median income level for the area. The HUD reported household median income in Harris County is $71,500 for 2017 and in Dallas County it is $73,400. While there are income-restricted homes for sale within the City of Austin, very few are for sale at any moment in time and when they are on the market they don’t stay active for very long before being sold. This prevents staff from having timely and accurate data on the AHOST regarding homes for sale.

For Rent Program

Easily one of the biggest and most well-known nonprofit providers of affordable housing in Austin is Foundation Communities. They run 21 different apartment communities, located throughout the area, that offer housing primarily for people making 60 percent or less than the median family income, which is about $56,760 for a family of four. Their apartments are well-maintained and most were built within the last 10 years.

In support of the community’s goals, the master plan for Mueller includes a commitment to diversity, providing a wide range of home types and prices. Mueller ‘s affordable homes program was created specifically to include homes for families earning less than the area’s median income that might not otherwise be able to afford a home in central Austin. Sometimes it is unrealistic to put a family into a house with a mortgage payment that is too high for the household’s income. Hersh suggested alternatives such as putting the family in an apartment and working toward a mortgage account that could help a family become ready for home ownership.

Public Housing Agencies operate federally assisted affordable housing programs at local levels on behalf of HUD. But figuring out which apartments have affordable units available and are accepting new applications takes some work. The good news is there are efforts underway to make this process easier to navigate.

Even one additional unit, Lands said, would be an improvement for one family. "The house is on fire right now. And somebody needs to go in and get the baby out right now." There is a very long waiting list to get a voucher, and it is currently closed. When the Housing Authority decides to open it up again, it holds a lottery to determine who can get on the waiting list. When the list was last opened, in 2018, there were 16,000 applications for 2,000 spots. SMART Housing rates are typically sent out in July by the city of Austin. The Standard at Austin has a limited number of units dedicated to SMART Housing, but these fill up rather quickly, so we recommend signing a housing contract earlier to help ensure you can save your place.

Commissioners Susana Almanza and Sterling Lands left before this item was discussed. After several years of planning, the Austin City Council is ready to release the first significant funding toward development of the 363-acre Colorado River Park off Montopolis Drive in East Austin. Hersh replied, “I couldn’t agree with you more.” He said he had been working with the Texas Manufactured Housing Association to see if they might be able to fill in some of the gaps for the poorest families.
